Overview
Liberty Township's main source of revenue is property tax, which includes both inside (non-voted) and outside (voted) millage. The Township receives limited funding from the State of Ohio such as Local Government Funds, Gas Tax, Motor Vehicle Tax and Permissive Motor Vehicle Tax.
The Township receives outside millage, which are voted levies approved by the residents of the community. A levy is typically for either a 5-year term or a continuous (ongoing) period. Two things to understand as it relates to levies:
- Property value increases produced by the County Auditor's reappraisal will not increase the amounting existing voted levies collect.
- Property value increases produced by new construction will increase the amount existing levies collect.
In a growing community like Liberty Township, the value and revenue growth from new construction alone is often not enough to keep up with the service demand. Therefore, the Township periodically needs to ask voters for additional money to support the community's growth and need for additional services.
The Township has the following levies in place supporting our safety services:
- Fire & EMS
* Continuing 3.0 mil levy (approved November 1999)
* Continuing 4.0 mil levy (approved November 2010)
* Continuing 3.5 mil levy (approved November 2017) - Police
* Continuing 3.3 mil levy (approved March 2024)

Pam Quinlisk
Fiscal OfficerPam Quinlisk is serving her fourth term as Fiscal Officer after being appointed in May 2008. Pam is responsible for overseeing annual appropriations, cemetery deeds, lighting districts and record retention.
Family
She and her husband Shawn are lifelong residents of the area and have four children, Justin, Jarod, Ethan and Ella. Pam graduated from Lakota High School and later graduated from the University of Cincinnati in 1993.Message
I believe that it is important to invest in the long-term health and growth of our township. I will work with the Board of Trustees to identify strategic investments in infrastructure, facilities and services that will benefit our community for years to come. I am excited to be part of this community and to serve as your Township Fiscal Officer. I am committed to working collaboratively with our township employees, elected officials and residents to ensure that we are financially responsible, transparent and accountable.
